The research analyses the existing legal framework, institutional arrangements, and practical implementation of land fund development, particularly in major urban projects. It identifies key limitations, including fragmented coordination among authorities, insufficient financial resources, lack of investor involvement, and challenges related to land acquisition, compensation, and resettlement. In addition, the study reviews international experiences in land fund development, with particular attention to selected cases in Asia and Europe, in order to draw lessons applicable to the Vietnamese context. Through comparative analysis, the research highlights both the strengths and weaknesses of current practices in Vietnam. Based on these findings, the thesis proposes solutions to improve the efficiency and effectiveness of land fund development mechanisms, aiming to enhance investment attraction while ensuring a balance between the interests of the state, investors, and local communities |
