Abstract: 
Many urban areas in Vietnam are actively developing new urban area (NUA) development projects. Since 2005, when the An Van Duong project was approved, more NUA projects in particular, and new development projects in general, have been approved in Hue. It faces many limitations and problems, in addition to development benefits and updated adjustments in development trends and regulatory mechanisms. Hue city, in particular, saw a significant change in urban spatial structure, particularly in the extended area south of the Perfume River. However, in addition to the usual issues encountered in the development of NUA projects, access of NUA residents to the basic SI system serving daily needs is a source of concern in both project planning and implementation. Investigate the use of ArcGIS software to process and represent data. In addition, the desk review method and the semi-structured in-depth interview method with NUAs residents and government officials were used as the theoretical foundation of the study. According to the findings of the study, (1) the coverage of SI utilities by buffer analysis of NUAs is low when compared to 10 types of SIs belonging to 5 different classifications, and it is affected by the position of the NUA relative to the existing city center and the development status of the surrounding residential area; and (2) the approach distance is calculated using straight-line and network distances. Many populations are required to travel longer distances than can be covered by walking less than 800 meters to reach educational, commercial, and medical facilities. In the context of everyday SI cluster analysis, the shortest approach distance to at least one SI utility of different SI types. The greater the difference between the straight-line and network distances, the greater the connectivity between the populations within the NUA and between the inside and outside of the NUA. During the planning and implementation phases of the projects, proposals are made for two geographies inside and outside of NUA to overcome limitations in NUA residents' access to SI facilities
