Flood is the most common natural disaster in the world by the number of losses, people concerned and damage cost. This is the case in France and Vietnam, where many million of citizens are concerned by flood risk. That’s why two study cases have been chosen, one in Vietnam, District 8 in Ho Chi Minh City and one in France, Saint Jean de Luz- Ciboure. National and local governments have a major role to play in order to protect residents from all the possible consequences of a flood event. The aim of the study is to compare responses from public entities to reduce and mitigate flood risk, but also the actions taken by inhabitants to protect their belongings to the best the can. From this comparison it will be possible to see what could be the lesson learned. The observation, questionnaires and interviews with residents and local government officials, confirmed that there are more differences between the two study cases than similarities from the types of actions taken by the local govenments, the scope of action and reflexion, and the way local inhabitants react to flood episodes and handle the situation. Overall, the aim is not to completely eliminate flood risk, as it is not possible, but to strive for better resilience, reduction of the vulnerability of population, economic activities and ecosystems. This can be achieved by establishing a good diagnostic, conducting more research and taking actions at the relevant scale that would negatively affect the least.
