Abstract: 
As one of the biggest urban areas in Vietnam, Ho Chi Minh City has welcomed a strong migration wave from the surrounding towns. While benefiting from these young labor resources, the city has to face up with increasing challenges associated with this rapid growth. Amongst those, housing shortage is one of the most considerable problems which requiring help from stakeholders to solve. This paper is designed to give a glance at housing affordability in Ho Chi Minh city through multi-approaches such as mapping 280 residential projects regarding to price and types, online survey of 141 target individuals as a sample for analyzing their housing affordability, willingness to pay and their expectations toward the future house, and the analysis of challenges and incentives for the affordable housing. As a result, the paper reveals 4 findings: i) the multidimensional definition of affordable housing based on 3 pillars as social, economic and environment, ii) the insufficient supply for moderate housing due to the lack of participation from real-estate groups, iii) the tradeoff that young middle income is facing in order to pay low prices for their housing, and iv) the ignoring of location and amenities when selecting the future houses. Lastly, 3 cases studies are analyzed as the foundation for suggestions at the end of this paper. It concludes that in order to develop housing projects for low-income and middle income earners, it requires actions from local authorities to design a proper master plan, the participation of the private sectors and the house seekers’alertness
