Abstract: 
An economy in any given country can be divided into two main categories. Firstly, the observable economy, in which the income stream of taxpayers could be monitored. Secondly, a hidden or unofficial economy in which a wide range of nonmarket economic activities, in which activities and businesses activities whether legal or not, operate “under the radar” of official detection. Assessment on the causes of shadow economy and estimation of its size are important steps to figure out the appropriate measure to combat against the shadow economy. Nevertheless, the size of shadow economy in Viet Nam is extremely hard to measure because the available data are not sufficient to provide an accurate calculation. Moreover, the term “shadow economy” is broadly defined in numerous research papers and cause confusion for researchers who want to use a definitive meaning to measure shadow economy in Vietnam. Hence, to evaluate the measurement and its effectiveness of the measurement to counter shadow economy in Vietnam, four questions need to be answered:
How can one define the concept of shadow economy?
Why do one have to measure shadow economy?
What are the main causes of shadow economy?
How can one measure the size of shadow economy?
After having answers these four question, the main research question “What are the measure of the government in Vietnam to fight against the shadow market and how efficient are these measures? “ is discussed in the last part
