The criteria for the choosing process are the fit with the preexisting database, the alignment with the vision of the new 17 sustainable development goals from the 2030 Agenda for sustainable development, the coverage of the list on the development dimensions and issues of Ho Chi Minh city, and finally the compatibility of the list with the characteristics and nature of the city. There are two questions this paper aims to answer. The first question is whether the local statistical capacity of Ho Chi Minh city can support the implementation of monitoring framework without the dependence on the external data sources. Second, this paper determines to find out if a list of single and isolated indicators or a set of composite indicators be better to evaluate the performance for the case of Ho Chi Minh city, or if something else is needed. |
