dc.description.abstract, From one of the poorest countries in the world thirty years ago, Vietnam has experienced an impressive rate of poverty reduction over the last few decades. After Doi Moi - a series of economic and political reforms in 1986, Vietnam’s poverty rate fell dramatically from around 58% in 1990 to 20.7% in 2010 (World Bank, 2018a). After successfully achieving the middle-income country status in 2010, the fight against poverty is still continued, supported by a constantly high GPD per capita growth at averagely 4.85% per year (World Bank, 2018a). Poverty headcounts went down to 9.8% in 2016 – a wonderful result, but at the same time, that means more than 9 million Vietnamese are still living in poverty. At the beginning of Socio-Economic Development Plan (SEDP) 2016-2020, Vietnam has set its goal of reducing 1-1.5% of poor households every year. After an enormous decline in poverty rate, the remaining poor people are now mostly in chronic poverty and are difficult to be pushed above the poverty line. This paper examines each case of poverty subgroup and studies their characteristics in order for policy makers to come up with the most efficient strategy for those poor people who are left behind.-
