dc.description.abstractThe waterway has played an essential role in the development of HCMC with a dense network of rivers and canals. Despite numerous efforts in improving quality from the government and local people, the canal system in HCMC has deteriorated in both quantity and quality. Therefore, this study is carried out to assess the situation of encroachment in a specific case of Van Thanh canal over the last 20 years to clarify the trend of encroachment during time and interrelationships between the locals and the canal environment. Using both remote sensing and social assessment, the study revealed that temporary housing encroaching into Van Thanh canal mainly originated from the increasing demand for housing and living spaces from both local residents and migrants and institutional issues that implicitly accepted the government. Thanks to permanent legal constructions nearby Van Thanh canal help to reduce and prevent illegal encroachment. Furthermore, while encroached houses have posed a threat to the quality and physical morphology of Van Thanh canal, shelters living here, on the other hand, also have faced the risks of flooding and collapsing. The delay of improvement projects with good intention to improve the environment and living quality of the local on Van Thanh canal has posed a threat to their lives. The success in encroaching prevention of permanent constructions along Van Thanh canal could be an alternative for balancing the local and the investor's benefits in this caseen_US
