Title: | Approval level of a social credit system in Vietnam | Authors: | Nguyen Vuong Phi Phuong | Keywords: | Social credit system;Behaviorsteering;Ordered logistic model | Issue Date: | 2021 | Publisher: | Vietnamese-German University | Abstract: | To govern a booming economy of 1.4 billion people requires extraordinary, or sometimes even unconventional practices. The Chinese government had proven this point by vigorously improving their control policies, especially when they came up with the Social Credit System (SCS) initiative. It is one of their most ambitious governance attempts, aiming to record and evaluate the trustworthiness of all market players: individuals, businesses, and government agencies. Even though Western media often dismisses it as a totalitarian nightmare, previous literature has analyzed the surprisingly high SCS approval in China, as well as its positive economic and behavioral implications. With that in mind, this paper aims to investigate whether the SCS is likely to be implemented in Vietnam and, if yes, how it would be received. Based on a sample of 219 Vietnamese, we observe that equal shares of respondents are neutral and supportive of the SCS, while a slightly smaller percentage disapproves it. Using the Ordered Logit Model (OLM) and Generalized Ordered Logistic Model (GOLOGIT), we have identified four significant explanatory factors for the approval level in Vietnam, including previous familiarity, political trust, perceived functions, and perceived risks. People with greater SCS-familiarity demonstrate lower support for the system, mainly because they are more exposed to its risks portrayal in media. At the same time, political trust can be a positive predictor for SCS advocacy, as it represents confidence in the governmental capacity to maximize the SCSs functions while minimizing the risks. |
