The goal is to understand the problems, the needs of inhabitants and the needs of actions from management perspectives to solve critical problems if there are, to have positive influences to social quality, enhancing quality of life of citizens of Thao Dien area. This have been done by intensive site surveys, and in depth interview of varied type of citizens who live in Thao Dien area, the outsiders, the planners, and general HCMC inhabitants. Through interviews and study of urban characters of Thao Dien, District 2, and the general situation of Ho Chi Minh City (HCMC), the results show that, similar to new urban development zones, the neighborhood problems in Thao Dien are comparable, such as localized urban development, without the control of implementation schedule, overall planning leads to unevenness in urban organization, housing heterogeneity, high disparity between high income low income quintiles, social fragmentation, infrastructure overload and unsynchronized. Upon the examination during the interviews, the results show clearly that Thao Dien area, by its very nature, with residential function, despite of negative factors mentioned above, still, has been a very interesting area, with diversity of local and international characters, has been a good place for living, and one of the components create parts of Ho Chi Minh City identities. Through understanding the demands of different groups of inhabitants for life satisfaction, finding the neighborhood problems, associated with human’s needs, this research highlight the importance of the possible moves and adjustment, can have positive influence to the resident’s quality of life in general. |
